2005 S&S rust

Our 2005 Lincoln S&S coach appears to have bubbles under the vinyl top above the windshield. Did S&S use steel or fiberglass for the roof construction? I don't want the body shop to pull the vinyl unless it is rust. Thanks.
 
As far as I know, these S&S Lincolns of this vintage, like their companion Cadillacs, used a composite (fiberglass) roof caps. However could be rust on the windshield header.
 
No need to more the peal it back gust over the Glass. Then you don't have to disturb more then necessary to make any repair
