I'm going by the horizontal chrome... As far as the speakers go, if they were aimed straight, they'd be facing downward instead of straight ahead....based on my own experience.

If you look closely at this picture, you will see that Miller Meteor made a special mount to use under the Federal PA siren mount. It seems that they routinely made special aluminum castings to accommodate what the customer wanted. I believe that the sirens are mounted pointing toward the sides, to get better sound coverage. Below are some examples of these special mountings that were made to accommodate a particular piece of warning equipment.
