1964-70 Water valve NOS

the mistake that most people make with these is that it doesn't control the water flow. the heater is hot all the time and temperature control is derived by mixing ac and heater air flow. this valve shuts off the water flow during max AC conditions. I'm not sure what years take the 3 vacuum lines in but the later 4,5&6 have one line only on top. 66 to 68 are the same 69 to 73 are the same and 74 to76 are the same as far as the type of air condition set up. as I recall. and my guess is you have pictured a early water valve here. when the valve closes it opens the bottom port and that closes off the trap door to the hot air side. one needs a factory service manual to figure the AC system out on a caddy.
