Heater hose shutoff

Hi everyone,

So I have a shutoff in one of my heater hoses. Why is it there and when should I open or close it? Right now, I believe it's open. Thanks

Open it in the winter when you need heat, and close it in the summer when you don't need heat. Open once a month for a 1 hour drive so the heater core is flushed on a regular basis.
 
now me I have never seen one of then that looked that good. after the first year you won't have to wounder as it will be frozen in what ever position you left it last. they were a good idea when the heater core and AC evaporator were in the same housing. you close the water flow off when running the AC. but if there are separate units leave it open.
