81 Cadillac flower car

Any ideas who did this conversion? I remember seeing one like this a few years ago, but it was newer.

Being in Philadelphia, one could guess that it might be a Wolfington, which was in the Philly area. I don't know any styling cues that would differentiate this from a McClain or any others, I'm just going on location here.
