Usually, it's just laziness.

Gene Knisely's auction in Missouri was a mess! The auctioneer sold all of those ambulances assuming that most would be going for scrap. They made no attempt to have titles available on the day of the auction, so they sold them all to assume there were no titles. I contacted the lawyer for the estate immediately after the auction and I was able to get the title for the '74 M-M Lifeliner that I phad urchased. She said that she thought that she had titles for most, if not all of them. I spoke with a couple of the guys that bought cars there. The one buyer probably bought 8 vehicles. I told both of them that the estate's lawyer had the titles. I don't think either guy ever got around to getting those titles from the lawyer.
