Its utilizing 1969 Galaxie-LTD Sedan tail lights but in 69, the US built wagons used different tail lights.
The photo if from an exhibit called.. "Photographica Australis" and was taken by Glenn Sloggert in 1996. That is all that I can find about this picture, except that it has been making the rounds of Internet sites this past month.

Irreverent way to advertise
that kind of advertising is not in keeping with the dignity which is usually
associated with the funeral industry. I hope that it's just someone clowning

Im sure, just like in the U.S., it was purchased by a private party that thought it would be cool, and saw humor in it.
