1936 International Ambulance

I'm not quite sure what that was. The lettering on the side says:
"COMMONWEALTH OF VIRGINIA
DEPARTMENT OF HEALTH" (maybe?)

It doesn't look like an ambulance, and it doesn't appear to have/had lights/sirens. Perhaps it was some kind of mobile health clinic...?
 
Can't sell it even for a dollar so far !

Kinda ugly but that chassis without the big box may be a cool platform for something.

early modular?

looks a bit like those box ambulance conversions on caddy chassis that served in NJ? maybe a forerunner or a rescue rig like the Calamity Janes
 
When I first glanced at it with the dark green and red wheels.... I thought of similar looking Railway Express Vans of that era... maybe the same body builder?
 
a lot of civil defense stuff out there. my guess would be a early Franklin body or at least one that inspired them. I have no Ida when they started doing there work. how many running 36 IHCs can be out there?
