Default street legal again

we finely got enough of the front end together to call this 67 street legal once more. as we went to put back in the headlights we discover something vary strange about them. I have never seen this done before nor do I hope to again.

here are the backing plates with the lights installed just as I took them out. in this case the right and left are the same. can any one tell me by looking at them what is wrong? other then there are 4 different manufactures products here

close, now I never drove this car at night and I sure that Tony did not either. some enterprising sole has placed the head lights on one side of the car with the high beam on the top. I never noticed it when I took then off. needless to say they are not like that now.

the lights are labeled with a 1 and 2 on the top. but that did not come threw in the picture.
