1939 Henney Packard Comb

Very cool, but how does one title and register a vehicle that has no SN or VIN anywhere on it? I am not asking rhetorically; is it possible to title and register a vehicle that has no identifying numbers?

Having all of that historical documentation would be worth a lot. Looks to be an extremely straight and solid coach! Too bad someone started tearing it apart.
 
With Packards, some have been registered and titled using the "theft proof" number stamped on the firewall. In 1940 some of the cars did not have a number stamped, not sure if other years also did not have a number stamped or not.
 
The serial number is shown in one of the documents it is 1701A-2409 engine number B311170 and there is a picture of the original VIN plate. Reproduction Vin plates are available through Packard vendors and the Packard club. Since the number is known just stamp the plate accordingly. Many states back in the 30s also titled vehicles using the engine number so that can be used as well. A footnote here the VIN number 1701A indicates a 120 commercial chassis and 2409 shows it to be the 409th commercial chassis produced as Packard started numbering of each model at 2001 in this period. A major project but the outcome will be great.
