It's a four channel motran, which would put it mid to late 1960's. The "PL" accessory unit is interesting. Usually each channel would have a set PL code. The ability to change PL codes on the fly is very unusual.

Paul: Not sure where your radio came from new or what band it's on... but Motrac's out here in CA were pretty popular on VHF and UHF Bands (especially for agency use with repeaters) on Multiple "PL" Tones to yield more use out of single and multiple frequencies. The sticker on the radio head says to "Leave PL Tone Off" that would indicate their need to monitor all traffic, but then they could push one of the PL tones to transmit and receive on that dedicated tone. Introduced in 1958, these still had tubes for the transmitter, but transistors for the receiver. This series was replace by the all-transistor Mocom 70 in 1969. The PL stood for "private line."

We got those brand new in 1973. Ours had the four channel scanner on top.
